Why have we not returned to Exsilium? The danger is over, isn't it?

This place wasn't meant for living on. We can't even go outdoors! It doesn't feel like we're living anymore, merely... surviving.

Unfortunately, the weapons they used on Exsilium is possibly the worst humanity has ever created. The detonation is horrible but the after effects are terrible.
To put into simple terms, they rendered Exsilium inhabitable for centuries to come. It's worse than salting the earth.
