As of this moment, all identified mutineers are in the custody of the police. Should anyone wish to provide help with guard duty it will be appreciated. Visits to them will be allowed only under supervision. Should anyone attempt to injure them, that person will find themselves in cuffs faster than they can blink.

My patience with having to repeat myself on this matter is wearing thin.

[ Her tone softens a little, almost an appeal. ]

While there will be consequences for their actions, we have enough war and bloodshed on our doorstep without killing each other. Nothing will be gained and much could be lost. We do not execute people, and I will not tolerate it as a suggestion.

All systems should be restored. The base should now be fully operational again and you can return to your daily lives, if that is what you wish. Alternatively, you can consider what was said on both sides and determine if what we are doing is truly enough, or if we have become complacent.

There was a police system and fledgling law system in place in Exsilium. While most of it died with the city, some of its officers still remain.

Endangering the peace is the current encompassing charge. The law system was still in the works, though, so the actual legalities of an eventual trial will be difficult to work out, but it's what was asked and I intend to provide it.

You'll get it. Frankly, we don't have the legal right to hold them according to the codex of laws we have but releasing them into the general population immediately would only be likely to raise tensions further.

They said they wanted a trial, so that is what I will attempt to give them, but what they did doesn't fall under any laws we have and our authority isn't very stable.

I know you really like laws and stuff, but can we get a code of conduct or something ironed out faster than the legal mess that's been going on here since back before Jesse went on trial for murder? Laws are tricky, everyone had different ones back home, but a code of conduct can make sense given where we're at and the things we need to do.

You know, starting with "We agree to not willfully, willingly, or directly aim to do harm to or on each other." Totally followed by, "Or undermine like, the people you have to rely on in order to secure the futures we're all worried about, jerks!" Only in official-speak.

There is a legal system in place, and in its bare bones form it is essentially what a code of conduct would be in that it pertains to little else but the most commonly agreed upon unallowable things - murder, assault, theft.

Technically the majority of the mutiny doesn't fall under any of those rules.

It is rather complicated. The police force here was established prior to our arrival on the moon base, but primarily we haven't been needed and given the many other things we've had to do the legal system is still extremely basic. But I assure you everything in my power will be done to ensure that this is resolved with fairness.

We're not certain yet. Long term incarceration is an impractical solution and physical harm is completely out of the question, so it remains to be seen what else will offer itself.

It's almost universally impossible to force someone to accept community service. It can be offered, but if somebody doesn't want to clean floors physically forcing them to do so takes far more effort than it's worth and is also tantamount to abuse. Many people will take it as an alternative to prison. In this case, I'm not sure they will.
