Safer for whom? Even if we prevent the UE from dropping nuclear bombs on Exsilium, they could still attack the city with ships and soldiers. They've done it in the past. We need to be there in order to defend it.

I don't believe the UE knows we're here. A little while ago, a Transport obtained documents that indicated they hadn't investigated the Moon yet, but they will soon. When they launch something called a rover.
