It was a large, old city. Beyond the city was nothing, a wasteland inhabited by dangerous mutated animals.
Many exiles lived there with us. They did not like us much - we are outsiders, and we got a bulk of the Initiative's resources and protections.

I can't speak for the Initiative, but I'm sure they aren't so daft that they didn't consider all those things you listed.
When we were transported here to be saved from the bombings, many of them voluntarily stayed behind. They knew what was about to happen.
Their actions are quite limited by their lack of resources and power.
