Ah... you are one of the newest?
It was a large, old city. Beyond the city was nothing, a wasteland inhabited by dangerous mutated animals.
Many exiles lived there with us. They did not like us much - we are outsiders, and we got a bulk of the Initiative's resources and protections.
Like the evacuation efforts before the bombing, for example.
