Overall, I think they only thing that would actually work is a democratic system. Not because it might be the best or not, but simply because too many people here are used to democracies to accept anything else; they're reluctant enough to follow the Initiative, it's highly unlikely they'd accept anything short of someone they elected. And, really, the only way this will work is if the majority of Transports want it to, unless someone has a military force they're hiding somewhere and are willing to use it to subjugate everyone.

You couldn't have a single head of government, not when people can disappear without warning. We'd end up spending half our time holding elections, which I'm sure no one wants to do. A group of three to six might work best, a fluctuating number to account for disappearances, with elections held every six months (unless the number of official drops below three, though I can't imagine that happening too often).

Regardless of my own thoughts, I have to I'm curious what it is you'd want a government to achieve. I can understand the Transport arm of the police force, even the Department of Initiative-Transport relations, but why exactly are you trying to set up a government specifically for Transports? Or do you have plans to establish a goverment for all of Exsilium?

The majority of those things have a significant impact on the Exiles.

I'll almost always support more social services, but surely the Exiles should have more say in matters of the city than Transports, considering they're the ones who have to live with it for the rest of their lives.

The mice have their perfectly defensible city, though they continue to go out to fight on a battlefield against the weasles. Unsurprisingly, they keep losing, so they decide they need more leadership and organization, which in the end just involves the leaders patting themselves on the back, eating too much food, and getting killed by the weasels the next day, because they didn't actually do anything with their power or try to really organize themselves.
