Good morning, Exsilium. Your resident legal experts — Sonya Karimov and myself — are curious about those of you who have leadership experience. In the interest of looking toward a brighter future in which we Transports have a self-governing body, we're asking anyone who formerly held a position of command to answer the following questions.

1. What was your position?
Lord Governor of the lord city Sanction.

2. How long did you hold that position?
Nigh on fourty years.

3. How did you come to power?
Sanction at the time was a lawless, leaderless city, I stepped in and took charge. I have since led and protectected the city through many crisis from pirates, volcanos, neighbouring dragons, sieges and plagues.

4. Briefly, explain to us the government with which you have experience. Is there a written constitution of any kind? What are the laws like? Did you have other officials working under/around you? How many people did you hold authority over?

There was written law and constitution, available for all citizens to read or have read to them in the case that they are unable to read. The laws were just and fair for all, with no discrimination for species. All were welcome in Sanction.

I had many officials working under my government, a council consisting of officials key to different aspects of the running of Sanction from the heads of the Farmers and Merchant's guilds, chief Magistrate, treasurer, scribe, head of the city council and Commander of the City guard. Each of these officials had many working under them.

My authority as Lord governor extended to all in Sanction, over fifteen thousand souls at last count.


5. Are any of your former constituents/subjects in Exsilium as of this moment?
5a. May we have their names?

None as present.

6. What do you think is the ideal form of government for Exsilium?

With such a diverse and willful group a council of capable leaders would prove best I believe in this case.

7. If a committee were to be formed in Exsilium with the intent of eventually creating a Transport-governing body, would you be interested in serving on it?

I would.

The technologies may be far beyond that of Krynn, my world and yet a people in crisis are still want to act in similar ways as particularly evidenced during the recent plague.

Of course. In reference to the recent plague, a similar incident swept my own city four years past, a virulent plague inflicted on the populous from an outside source. Just as the one here was inflicted by the UE, the Sailor's Scourge was inflicted upon Sanction by the Knights of Neraka, one that proved equally as deadly to those struck by the plague.

Despite measures taken to quarantine and treat the ever growing number of sick, unrest and panic grew, questioning the measure that had been taken just as it did here. Without intervention and the proper dispersal of information I have little doubt that the riots and mass panic would have ensued as it seems nearly occurred here.

A number of kinds though none violent, one in particular in ensuring that inner city gates were opened, promoting and strengthening the solidarity of the city to face the threat as a whole.

In addition martial law was declared during the period, all citizens were made well aware of what this entailed, with the laws made available in writing throughout the city. As part of this city guard were instructed to disperse any large gatherings, peacefully if at all possible.
