[Every feature on her face looks exhausted, it’s clear she hasn’t slept. But her usual determined expression stays the same.]

Again, disastrous problems befell us. And again, not everyone came out of this unharmed. What more will it take to convince others to stand together and fight?

Our threat is not only just this UE, nor the Initiative who has shown its care for us if not recently then in the past on multiple occasions. What’s more, the threat has become infighting as well.

We are on our own.

[A bit of silence with a final AHEM.] With that, I’m announcing our third Defense Meeting that will be held this Saturday morning in the gardens, as last time.

We are a group that in time will grow stronger in defending not only ourselves but each other and that is our cause; to protect each other and fight as one during whatever circumstances, whether they be battles or something similar to what we’ve recently faced. This meeting we will be choosing our leaders amongst our own by nominations and by vote. But I encourage everyone to come and see for themselves the cause we are standing for.

And Barnaby Brooks, if you have a moment, I’d like to speak with you.

That's not entirely correct.

( and much more militaristic phrasing than he's ever used to think about it, but that isn't really surprising given who he's talking to. )

The purpose of the police force is to provide some stability and protection to the people of Exsilium - all of the people. ( civilians, initiative, transports, those trickling in from the ue. ) Previously, the best response anyone could hope for in response to a crime might have been some form of vigilante justice. Now, the police can take action against things such as theft or more serious offenses, as well as hopefully effecting prevention. It's hard to say, of course, how well justice can be upheld in a place like this - especially without any solid government or laws - but in my opinion, it's better to try than to not. Additionally, it's a start for further systems to be set in place in the future.

I may have the position of Inspector, but that's specifically within the Transport branch of this force; the rest, which is the larger portion, is made up of the civilians who have been living here. I don't know what their plans are in the event of future attacks; while we have some degree of autonomy, it's likely we'd do the same as whatever they choose. More than likely, the roles would include doing things like directing people through safe evacuations and making sure no one takes advantage of the chaos to cause even more problems.

I can understand your reasoning for wanting to consider unifying, but - for one thing, that may be best taken up with my superiors. As I understand it, your group is only interested in Transport affairs. While my division primarily focuses on that, in the event of an emergency, everyone's safety would be a priority. And frankly, doesn't it bother you that the police force is funded by the Initiative? ( not that this was explicitly publicly announced but that's one way to tell her if she doesn't know already ) While I agree they aren't to be fully trusted, the force can't be expected to take part in any future actions against them or their interests.

Perhaps we just see things differently, but that certainly does sound like favoritism - though I'm sure what you say about protecting whomever you come across is true. Still, in the case of an emergency, that isn't enough to ensure the safety of the non-Transport population here - especially if we were to do the same.

Really? You don't mind taking resources from those you dislike so much?

( his own philosophy is to make use of what they're being provided with - because why not, honestly, when it's a mutually beneficial relationship - but he also is much more sympathetic to the initiative than angry with them. )

You could take it up with Commissioner Sorenstam if you'd like. Ultimately, what I think is less important than what he'd prefer for us to do.
