[ He doesn't even know any of these people involved, but he's pretty certain of the implications of what they are claiming to have done. But he asks anyway, just in case he misunderstood somewhere along the way; his tone is tempered by disbelief: ]

Quite simply, you are just one person and have no right to decide the punishment for criminal behaviour alone. [ Because he agrees that thieving should be punished - but not like that. ]

It is obvious that there is no-one qualified to do so.
