The Transports! The AI too, I guess, but there's like... five people who worked for the Initiative left. They're not the ones calling the shots. I guess with how badly people have been itching to get off the moon, and the fact we don't have any sort of ready way to get lots of warm stuff to handle supersnow winter down there, well, the two weren't really thought through. Tensions are bad enough I bet people are just willing to handle what they have to after getting down from here!
