He's refusing to, and from what I have seen of both people whose powers he took him refusing to is something close to blinding or torturing them. He has done something terribly cruel to someone who was defenseless and he is refusing to change it.
Jesse is a prisoner. He joins the ranks of our other prisoners, who have all received death threats far beyond anything I've seen directed at him so far. He will receive the same protection that we are giving them. We take our duty towards our prisoners quite seriously. It's why he was arrested.
She agreed to the visit because she was under the impression they were still friendly. He had no weapons on him and someone else was in the room as well.
Physical violence is a great deal easier to prevent against then what Jesse did.
