Both. Templars keep mages in check, chantry law dictates that mages must be kept safe, from both themselves and others. Mages are kept in Circles, something most see as a prison, but they have freedom to learn their skills, to eventually step outside to do the work of their Circle. They do not understand what a true prison is.
