[The network contains no shortage of complaints about problems in this place. Who the Initiative chooses to pull in, uncertainties and angry demands for purpose, even complaints about the weather. But there's one problem that has, as a whole, received very little attention.

Until now.

When the feed turns on, it's clear that the video function has been activated, but the camera isn't aimed at anything particularly interesting (just a wall). All that's really noteworthy is a constant sound in the background, something between a growl and a low-pitched meow. Clearly identifiable as being of feline origin.

Yes, from the sound of it, someone is now a victim of Exsilium's stray cat problem. Or, at the very least, of one particularly persistent stray cat.

This persists for a few long moments until a female voice, carrying a distinct hint of exasperation, adds to the soundtrack.]

Does this [A yowl of protest later, a cat, a skinny, orange, mangy little thing, comes into focus] belong to anyone?

[Going once.... going twice....

No, seriously, someone claim this cat or she's probably going to cook it B'|]

[If there's anyone here who can make Katniss soften up about something like this, it's Rue. She'll drop a lot of the exasperation factor, and instead take on a quieter, more gentle tone.

Even if this yowling cat is still about to get on her last nerve.]

It does, doesn't it?

Must be why he's being so loud. What will you do if nobody claims him?

[Or it hates me, is what she thinks. The more likely possibility, considering her track record with the species. Of course, she doesn't voice this thought. Voicing it now would be just like voicing it to Prim...--

A pause.]

I don't know. But I can't keep him. [She manages to tack on 'him' instead of 'it' for Rue's sake.]

Poor puss.

[Rue says, making those silly kissy noises people make at animals to the screen.]

Why not? Don't you like cats?

[At that, the cat perks up and lifts its head toward the screen, interested in finding out where that kissy noise is coming from. Finally, the yowling has stopped, and it looks like there might be a moment's worth of peace.

The briefest of moments.

Barely a split second passes before the cat is struggling with a vengeance and a scuffle ensues. One that ends in an orange blur passing by the camera, a brief hiss of pain, and a muttering of something along the lines of, "Stupid cat!"

... Whatever Katniss had opened her mouth to start saying in response will forever remain a mystery.]

[Rue winces and looked worriedly into the screen. Oh no...]

Katniss! Katniss are you okay!
