The two decent pubs will sell you cigarettes although the quality can be a bit lacking. Most of them are a bit stale but serviceable.

As for abusing the time stream, I do not think matters work that way for this place. While some changes have occurred, they do not affect anyone among the Transports. We're outside this planet's time and thus do not feel the affects like the natives do.

This weather seems to center mostly around the urban areas; the farther I had gone into the Outlands, there was some sun and less rain. Sometimes it will stop here, but I have yet to see it get too warm.
