Is this truly the state of the world?
[Gilgamesh asked the machine while not realizing it was on, wondering if he was simply being shown a farce of the Earth. The reality of the world around him sunk in quickly, but he seemed a little disappointed. The King stood in the middle of the street, holding his tablet in one hand and visible in the corner of the screen he held a golden crown with a jeweled ring attached to the front of it.]
So few survivors left. With this artifact being the only interesting thing presented to me...
[His teeth clenched and his expression hardened.] What a torrid vacation. The degradation of the world is no surprise, but these spoils are a disappointment. At the very least, I would have preferred to see the 'end' of civilization as it happened rather than being inclined to save it in its aftermath.
I, Gilgamesh, shall oversee this.

What on Earthland are - unless you know of Fiore, I don't think you're from the same world I am. Gilgamesh, is it?

'Earthland'? As far as I've heard, it's simply 'Earth' in the English language. The superfluous addition of 'land' seems rather redundant.

No, Earthland is the name of my world. It wasn't until I was brought to this place that I even heard of Earth.

A suitable explanation, though a boring one. The connection in 'words' implies that it may not strictly be an issue of being from another world entirely.
The prospect that you're from another 'reality' is much more suitable an explanation.

I thought that at first too, but from what I've read about Earth - it's completely different from Earthland.
Anyway, being from another reality might be more suitable for you but that doesn't make it accurate. [ There were too many differences in it. ]

Where I'm from we live in the country Fiore, which is ruled by Princess Fiore in the year X791. They primarily have guilds to help out those who don't have magic, such as Fairy Tail, Lamia Scale, or Blue Pegasus, to name a few.
We have different level of technology entirely - the communicators we have here? The closest thing to compare them would be with the use of lacrima. But the place you mentioned, Earth. I compared the map with my memory of the geography in Earthland, and none of the countries or provinces are even remotely similar.

Am I to believe that 'lacrima' is a material or conceptual power? [He was curious about the fact that Lucy made it clear magic wasn't really something 'hoarded' in her particular area of society.]

Those who require the aid of wizards post requests on the Guild boards, and the missions are accepted or rejected depending on what it is. [ Fairy Tail, for example, won't do assassinations. Phantom Lord would though. Crum Bums. ...she'd actually be a little apprehensive saying this much about her home, but honestly, it wasn't anything he couldn't find out from one of her other friends from home already. ]
The lacrima are ... material power. They're crystals infused with magic. [ And she was glad there weren't any here, because someone like him would probably use them to cause chaos and destruction. Or perhaps to create a bunny habitat. AND THEN DESTROY IT. ]

Whether it's free or not, what you're describing sounds nothing short of generous in my world.
The use of it isn't merely an exclusive standard-- for a magi to reveal sorcery in accident to a normal person would prompt them to either erase their memory or kill them on the spot. For regular civilians to be able to rely on sorcerers... [Gilgamesh's smile went a bit more wide.]

Kill them on the SPOT? Why - Why would something so drastic -- what does it matter for a normal person to know about the existance of magic..?

[And, of course--] To which the question of 'how' one protects wealth--in this case, knowledge--the ultimate answer is murder. A dead man can't share secrets, after all.
[Meanwhile, Gilgamesh was completely amused with Lucy's sense of disgust. 'Innocence' was something he considered laughable.]

Is magic so limited that cutthroat methods like are even used? [ Even Edolas - well, actually, they did try similar. Only by turning Earthlanders into lacrima so they could keep using magic. It was just as awful then. ]
That's horrid! It's -- it's --! [ You know, there just isn't a word wrong and bad enough to describe it. So we will just call it badrong. ]

[He chided Lucy with that smile, it turning much more relaxed and falsely compassionate. Lucy was troubled by his words--truths he learned simply by living in the world.
He couldn't have become the King he was without experiencing the worst aspects of the world.]
Rather--there is nothing to do besides acknowledge it. What you do after acknowledging these sins; however... That is purely up to you.

[ She knows when she's being condescended to! .. Jerk. Lucy stop mouthing off at the jerkfacejerk. ]
But you have one point right at least. [ What they do after acknowledging the sins of the world WAS up to them. And more often then not the sinners regret crossing anyone from Fairy Tail. Especially if one of their members were injured. ]

[Gilgamesh resumed his harsher smile, reaching up to touch his chin, speculating aloud.]
What horrors I could describe to you... Are you quite sure you're worldly or would the regalia of a King's experience teach you better?
