Afternoon, Transports. Let's keep this short, as I'm sure we're all busy people.
My name is Thom Sorenstam. I'm Commissioner of Exsilium's police force, formed as of a few months ago. I've been working with Inspector Barnaby Brooks since to establish a Transport unit within the force.
So that's where you come in.
[ shuffling of papers.... ]
We're recruiting. [ a smack -- Thom hitting the table with his fist. ] Two sergeants, picked by myself and Brooks, twenty to thirty constables, two hundred marques' pay per month, a little more for the sergeants. You'll be reporting to your sergeants or to Inspector Brooks, and mostly be dealing with Transport business.
If you're interested, talk to me over... this thing, or at our office on [ X AND Y INTERSECTION ]. I'll want to hear how long you've been here, your experiences, your qualifications, specialties, skills, the whole blasted thing. And I'd love to do background checks on all of you, but that's goddamn impossi-- [ someone in the background interjects. their words aren't clear, but she sure sounds disapproving. COUGH. ] Anyway.

[ Though she looks pleasant and cooperative enough on camera, inside Glen's a bit worried. It's not as thought she was planning on doing anything particularly illicit while trapped her. She has a roof over her head and food to eat and the default compensation is decent enough that she barely even considered crime or prostitution as options. A bribery here and there, though... that's never entirely out of the question. Neither is information trafficking, if the pay's decent enough.
She's got three options with the introduction of this new police force: either give up doing anything morally questionable completely, be more careful while engaging in questionable activities in order to avoid catching the notice of both the Transports whose trust she is trying to gain and the police, or... amusing as it might seem at first glance, join the police force. Glen's known a few crooked cops in her time, some of them intimately. Never had she ever considered becoming one...
But it's certainly an option to consider going forward. ]

Sorenstam I'll be blunt: I'm not the kind of gal to just sit on her hands and wait around for some shadowy syndicate to send me on a mission to beat up the rest of the world. If I'm gonna be stuck here away from my job back home, I'm gonna need something to keep busy, and it seems to me that this place could use a little proactivity.
I can meet with you at 1400 hours to go over my credentials; I'd rather talk in person.

[ And sure enough, the Commissioner is ready at 1400 hours. The building is small, a little run-down, there's buckets in a few of the corners because the roof's sprung leaks as of late; Thom's office is on the second-floor (and the secretary at the front will be more than glad to take Calhoun straight to it).
His door is open and he's already on his feet, pacing behind his desk, frowning at the tablet in his hands as he waits for Calhoun to arrive. ]

As for your second question -- force wasn't made for you Transports, originally. We just figured the city needed policing, so ths whole thing started off as a civilian effort at first. Wasn't until Brooks came along that we even considered hiring on Transports.
