No one deserves to be forcibly implanted with a tracker, and they're strong enough that most normal humans don't stand a chance if they see them. So any success they have in carrying out their mission says more about their strength than than the abilities of those they've implanted those things in.[Text]
These guys may 8e strong but it isn't that hard to avoid them, either.

Not for those with the necessary abilities and skills who know they're there, no. It's not like I've let them catch me, after all. But not everyone has the right sort of training to avoid them and it doesn't seem like the Initiative is giving adequate warning to the new arrivals, either.[Text]
