Hmmm. [He has to consider this one carefully.] Well, I want to say that people who write the Code should have prior legal experience, but I don't think they should all be lawyers - we also need some people who have practical experience with government, perhaps like Roslyn, as one of the police force. As well, I think perhaps people with an ability to... translate things - not into different languages, I don't mean, but into language that everyone can understand, not legal terms.

I don't think there need to be as many people on this... we could call it a committee, perhaps, to distinguish from the council to come. Maybe six? And they can be nominated, or perhaps volunteer, if they think they'd have the skill for it. And people can vote for them.

I think the criteria for council members would more be willingness to serve, a limited background check, if needed, and a certain number of votes, which would indicate that they have the trust of a portion of the population.

For the non-human population, I think at least one chair. It depends on the total amount in the population, I'd think, and I'm not sure of that. But certainly there could be more than one non-human on the council, and as long as they receive enough votes, they can be council members.
