You've convinced me, I don't think pre-established groups should have a seat on the council. But I do think that the council should be as well-informed as possible, when it comes to how the various corners of Transport business goes. For example, there might be an issue being discussed that would affect the clinic without anyone on the council even realizing it. If they reach a decision that hampers the clinic in a way they hadn't foreseen, yeah, I could send someone to speak up and contest it, but we could avoid the hassle altogether with a panel of established experts meant to advise.
