That's true. There are a few cases when action is more important than full consent, and we'll have to allow for those.

I think it should be. Of course there will probably be people who find a way to abstain, but otherwise, as compulsory as we can manage it. I'd like to have as full and varied a vote as possible, in matters as important as who decides for us. What do you think?
