We only had an uprising because the system we had wasn't working. This system would be fluid and made to respond to Transport concerns.

That's not a guarantee that the Council would always act in the Initiative's best interests, but... I think that's a different debate. Not one that we shouldn't have, because it's important, but we should take one step at a time.
