More like a who.

[Even with the moments when he had lost memories, that one he can remember clear as day: Makoto's powers getting out of control and she could've destroyed the entire town because of that. Sure what he did was stupid but at least it snapped her out of it and saved everyone there.]

It wasn't their fault, the power was out of control that time.
