Well, there's your problem. You can't open the plan with "kill them" and expect a group of predominantly-humans to jump to sign their names.
Humans are afraid of death.
As a result, many are unwilling to inflict death on other humans, even if it means their own continued suffering.
There would need to be some sense of escalation before many people would even consider those ends.
