For one thing, Heroes aren't put on every case as the police are, and are of course held to different standards. They keep their identities secret and work under an alias, while being sponsored by one of the major corporations in Sternbild - as well as others. Heroes are public figures and are expected to act as such, and typically don't have other jobs.
