A great many things, sir. For example, an individual described themselves as something called a Yama. This is apparently some example of a judge meant to serve a god of some race. They judge souls and cast them to a punishment realm called Hell, all of this being some religious type of magic, I suppose. Contrasted from Hell, a Heaven exists as well where ever this Yama is from.

Another individual, I have seen from experience, can turn into a black like... tar, and seems to be unaffected by physical violence. [Shuddered breath.] With I learned first hoof- hand.

There are also many other types of beings, mutants or Homo sapiens superior, Hollows, Great Mortals, krogans, Scots- many of which are not magical, but others that are.

Dragons are creatures of magic, Maryam, and it's not that they are dragons, it's that individuals can turn into them.
